Notice Type: Sources Sought REQUEST FOR INFORMATION (RFI) Program and Project Scope, Schedule and Cost Management Support Services for Hull, Mechanical and Electrical Ship Systems and Test Facilities for NSWCPD This IS NOT a request for proposals, quotations, or bids. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of NSWCPD to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS code 541330, and to establish that there are adequate large and/or small business contractors for providing the work described below. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. This request does not obligate the Government in any contract award. The Naval Surface Warfare Center requires program and project contractor support with a focus on technical requirements and planning, schedule, cost, resourcing and risk management support for all life cycle phases of complex and integrated Hull, Mechanical and Electrical (HM&E) ship and ship systems including design, modification, alteration, installation, modernization and testing onboard afloat ships and ashore test sites and laboratory facilities. This requirement will be managed by NSWCPD Code 224, but will be utilized and provide support for all departments across NSWCPD. As critical programs and projects are identified in support of program office objectives, contractor support will be required to accomplish that undertaking. The contractor shall provide program and project management support services to NSWCPD for complex and integrated Hull, Mechanical and Electrical systems on US Navy, US Coast Guard and Foreign Military Sales platforms, test sites and laboratories. The contractor shall implement program and project management standards and industry best-practices for the support of program and project technical requirements and planning, schedule, cost, resource and risk management. The requirements for this action are listed below: Provide project management support to ensure that project technical planning and requirements includes all work required to complete projects successfully. Create management plans, collect and analyze requirements, establish project controls, analyze and document resources, conduct technical program/project risk analysis, support analysis of alternatives, create work breakdown structures, and validate and control project execution. Provide project schedule management for the timely completion of projects. Establish procedures, documentation and products for planning, developing, managing, executing and controlling an integrated master schedule (IMS) for complex and integrated hull, mechanical and electrical systems, equipment and infrastructure. Provide project cost management for the planning, estimating, and financial management of Programs and Hull, Mechanical and Electrical Projects. Cost estimates shall be prepared and typically include services, material, installation, outfitting and other direct costs for programs and HM&E projects on land based test facilities and onboard ships. Provide program and project resource management to identify and manage the resources needed for successful completions of program goals and project requirements. Provide program and project risk management planning, identification, analysis, response planning, response implementation and monitoring risk on a project. Provide scheduling competency and training support including workforce knowledge sharing events, training development and execution, qualification guideline development, command processes and procedures. Provide schedule and planning support for test site facilities and ship installations, including analysis of alternatives, reliability analysis, concept systems engineering and analysis in support of Integrated Master Schedules Contract Type – To be Determined Period of Performance - The performance period will five (5) years with one (1) base year and four (4) additional option years.
