The action approved by this J&A is the modification of the Long Range Discrimination Radar (LRDR) existing contract to add capabilities to meet LRDR functionality and allocations to the Integrated MDS Development for Capability Increment 6C/7 (Expanded Regional and Homeland Defense). The purpose of the LRDR contract to is design, develop, produce, test, and deliver a LRDR to be located at Clear Air Force Station (AFS), Alaska in accordance with the LRDR Element Specification. The LRDR prime contractor is Lockheed Martin Corporation (hereafter referred to as Lockheed Martin), Moorestown, New Jersey.

It is the intent of the Missile Defense Agency (MDA) to issue a sole source solicitation to Lockheed Martin Corporation, 199 Borton Landing Road, Moorestown, New Jersey, 08057 under the authority of FAR 6.302 (a)(2)(ii). This modification of the LRDR contract to add capabilities to meet functionality and allocations to the Integrated Missile Defense System (MDS) development for Capability Increment 6C/7 (Expanded Regional and Homeland Defense). Lockheed Martin will be solicited on a sole source basis pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract is for highly specialized supplies and services where it is likely that award to any other source would result in unacceptable delays. The LRDR prime contractor is Lockheed Martin and the original source for the LRDR, a major weapon system that addresses Missile Defense System Homeland Defense and Warfighter requirements. Lockheed Martin is currently under contract for LRDR development, manufacture and installation, and product support. In order to meet the Warfighter’s requirement, the continued development and software production must commence before the contractual delivery date of the LRDR Technical Data Package (TDP) and software. Waiting until receipt and Government acceptance of the TDP, software, qualifying tooling, testing, facilities, and related equipment, along with potential costly redesigns, will adversely affect MDA and Warfighter mission needs to support the Ground-Based Midcourse Defense capability against long-range missile threats, if another source were to be awarded the contract.
