The Department of the Navy, Naval Surface Warfare Center, Philadellphia Division (NSWCPD) is issuing this SOURCES SOUGHT NOTICE. NSWCPD has a requirement for Design Agent Engineering Services for the Littoral Combat Ship (LCS) Freedom Class and LSD 41/49 Class Ships. This contract is in support of design development, non-recurring engineering (NRE), shipboard troubleshooting, diagnosis & repair, calibration, and verification & validation efforts for the Integrated Bridge System (IBS), Control Area Network and Maneuvering (CANMAN) Steering & Propulsion Control System (SPCS),Machinery Control System (MCS), and Propulsion Load Management Unit (PLMU) within department 50 of Naval Surface Warfare Center Philadelphia Division (NSWCPD). It is the Government's intention to procure these services utilizing Other than Full and Open Competition, from Rolls-Royce Marine North America, Inc. IAW FAR 6.302-1, as only Rolls-Royce Marine North America, Inc. can meet the Government's requirements. As the OEM, Rolls-Royce is the sole servicer that can provide the associated Design Agent Engineering Services for the Littoral Combat Ship (LCS) Freedom Class and for LSD 41/49 Class ships. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. SUBMISSION OF RESPONSES: Interested businesses are invited to submit capability statements with specific information regarding contractor’s ability to provide the required supplies to meet NSWCPD’s requirements. Responses are not to exceed ten (10) pages. Responses shall be in electronic format (Microsoft Word or PDF are preferred). A cover page shall be included with the response. At a minimum, the cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code, and points of contact (including names, e-mail, and telephone numbers). The cover page is not considered in the total page count. NSWCPD will only accept electronic unclassified submission of responses. Responses shall be sent to Contract Specialist, Kecia Blackwell, at Kecia.Blackwell@navy.mil with the subject line "Sources Sought – Design Agent Engineering Services for the Littoral Combat Ship (LCS) Freedom Class and LSD 41/49 Class." All responses shall be submitted by no later than 04:30 PM EDT on 02/19/2021. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL: This Sources Sought is for market research purposes only and does NOT constitute a Request for Proposal (RFP). The Government shall not construe this notice as a contract, a promise to contract, or as a commitment of any kind. The Government is NOT seeking or accepting unsolicited quotes. This Sources Sought Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this Sources Sought, and the Government will not compensate the respondent for any cost incurred in developing the response to this Sources Sought Notice. The Government will not release any information marked with a proprietary legend received in response to this Sources Sought to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
