Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to Gravitec Systems, Inc. to install or certify Horizontal Lifeline (HLL) systems to affect repairs. Gravitec Systems, Inc. is recognized by both the parts manufacturer (XSPlatforms) and HLL designer (Industrial Turnaround Corp. (ITAC)) to effect repairs on the horizontal lifeline system. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330 for Engineering Services. The small business size standard for this NAICS code is $16.5 million. The Product Service Code is J042, Maintenance, Repair and Rebuilding of Equipment: Fire Fighting, Rescue, and Safety Equipment; and Environmental Protection Equipment and Materials. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.
