The Army Contracting Command – Detroit intends to issue a Request for Proposal (RFP) in May or June 2020 for the Filter Assembly and Filter Element; NSN’s: 4240-01-541-8960 and 4240-01-332-2068; P/N’s: 5-19-14209 and 5-19-11232; NAICS: 333413; End Item: M20 Simplified Collective Protection Equipment (SCPE). IUID is not required. The RFP will be Full and Open Competition and result in a Firm-Fixed Price contract. The estimated quantity for the Filter Assembly is 282 each plus one 100% option quantity. The estimated quantity for the Filter Element is 80 each plus one 100% option quantity. The Technical Data Package (TDP) is Distribution C (limited to U.S. Government agencies and their contractors) and export controlled. First Article Test (FAT) and Production Lot Test (PLT) are required. For the Filter Assembly, the Production Lead Time (PLT) without FAT (with Government approved FAT waiver) is 210 days after award at a rate of 100 each/month. The PLT with FAT is approximately 360 days after award at a rate of 100 each/month. The FAT Report (FATR) is due 240 days after award. For the Filter Element, the Production Lead Time (PLT) without FAT (with Government approved FAT waiver) is 150 days after award at a rate of 80 each/month. The PLT with FAT is approximately 240 days after award at a rate of 80 each/month. The FAT Report (FATR) is due 180 days after award. The Government FATR approval time is 30 days after receipt of FATR. Packaging is Military/B; the Special Packaging Instruction (SPI) number for the Filter Assembly is P5-19-14209, dated 18 Sep 2014, Rev A; and P5-19-11232, dated 10 Apr 2018, Rev J for the Filter Element. Inspection and Acceptance are Origin. Free on Board is Destination.
