On August 16, 2025, the U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the United States Army North (USARNORTH), awarded a firm-fixed-price task order on a sole-source basis to TERRESTRIS, LLC, under the Worldwide Expeditionary Multiple Award Contract (WEXMAC) vehicle. The contract is for immediate, comprehensive life support services to sustain service members executing a critical Federal Protection Mission at the Joint Forces Training Base in Los Alamitos, California. Services include lodging, food service, sanitation, medical support, and transportation to maintain a self-sufficient operational base camp. The period of performance is from August 16, 2025, to February 15, 2026. This action was justified under the authority of 10 U.S.C. 3406(c)(1) as implemented by FAR 16.505(b)(2)(i)(A), as the agency’s need for the services was so urgent that providing a fair opportunity would have resulted in unacceptable delays and mission failure. The mandatory operational start date of August 16, 2025, precluded the time necessary for a competitive action. The awardee was the incumbent contractor with all necessary equipment, infrastructure, and personnel on-site, making them the only source capable of meeting the non-negotiable deadline.
