The purpose of this action is to provide program management and administrative support to strengthen the NCR’s financial management operations and decision support to include the development and integration of various business and organizational processes, information, and systems in all phases of the Planning, Programming, Budget and Execution (PPBE) process. Identify gaps in the current information flow across all stakeholders and develop a financial management framework that includes structure, oversight, processes, establish guidance documents, and training in support of the MHS. The contractor shall provide direct support to the NCR for financial program management and the processing of administrative functions to ensure proper alignment of NCR with the strategic imperatives of the DHA Director, Health Affairs, and the Office of the Secretary of Defense. Financial status reporting, performance and productivity reviews, decision support and analysis. Monitor and report financial resources expended in implementation and funded programs. Provides technical assistance in preparing internal budgets by evaluating proposed operating and financial plans in terms of priorities and financial resources.
