The United States Army Garrison – Fort Irwin requires a 130 day extension to the period of performance for the Directorate of Emergency Services (DES) Support Services Firm-Fixed-Price (FFP) Definitive contract, W9124B-22-C-0003, to High Desert Support Services, LLC (HDSS), 4171 Essen Ln, Baton Rouge, LA 70809-2157. The Government projects extension of this procurement on 30 October 2023. Fiscal Year (FY) 2024 Operations and Maintenance Army (OMA) funds will be used. An acquisition plan is not required because this procurement does not meet the threshold in accordance with Defense Federal Acquisition Regulations Supplement (DFARS) 207.103(d)(i)(B). This action is an extension to contract, W9124B-22-C-0003. Under the previous Justification and Approval (J&A) (Control No. MICC 2023-22) the current contract expires on 31 October 2023. MICC-Fort Irwin awarded the DES Support Services contract W9124B-24-C-0001 on 4 October 2023. The contract award received a postaward Government Accountability Office (GAO) protest on 16 October 2023 by Tiya Support Services, LLC, an unsuccessful offeror. There is inadequate time to solicit and award a new contract by 31 October 2023 and there is an unusual and compelling urgency to maintain continuity of services. An extension to the current contract will allow the continuation of these critical life and safety services without interruption and provide the time needed to for the GAO to render a decision on the protest and conduct phase in for the new contract.
