a. On 29 August 2021, President Biden designated the Department of Homeland Security (DHS) as the lead federal agency to implement and coordinate efforts across the Federal Government to support vulnerable Afghan evacuees arriving in the United States as a part of OAW. OAW Phase I provided Safe Haven support through the Department of Defense (DoD) to approximately 65,000 Afghan guests on eight DoD bases spanning multiple states. Safe Haven support included temporary lodging, transportation, medical services, and other ancillary support. Over time, these locations have closed as the Government and other organizations moved guests to permanent locations around the nation. b. Currently, more than 10,000 Afghan guests remain overseas as guests in a number of host nations. Host nations are unwilling to continue this support in perpetuity and request immediate U.S. action to alleviate political pressure within their host nations. The U.S. is committed to continuing the flow of Afghans from these locations through the second phase of this contingency operation, OAW Phase II.
