This is a RFI for Hazardous Materials Survey The Government is only conducting market research and attaining information to identify contractors that are capable of providing the services listed below. The Government is currently utilizing NAICS 541380 Testing Laboratories. All information provided is STRICTLY VOLUNTARY. The purpose of this RFI is to query the market for potential interested, capable, responsible, and qualified small business offerors that can provide/perform the stated requirement. The government is interested in collecting market data/information in accordance with Federal Acquisition Regulation (FAR) Part 10, from potential sources that have the capability to provide destructive and non-destructive hazardous materials collection and testing, as identified below. Interested and/or potential small business offerors are requested and encouraged to submit responses to the questions below, not later than Monday 09 November 2020 at 10:00 AM Central Time. All correspondence resulting from this RFI and relevant questions shall be sent to Edward Chilson at edward.chilson@us.af.mil. Service/Qualifications required: Destructive and Non-Destructive Collection and Testing for Hazardous Materials: The contractor shall provide all personnel for material collection (licensed and or certified by the State of Texas), equipment, tools, PPE, material (required for testing and collection), and have access to a certified and qualified labratory to test submitted samples and document findings for hazardous materials that are being tested for at assigned JBSA facilities (Joint Base San Antonio; Fort Sam Houston, Lackland AFB, Lackland Training Annex, Kelly Field Annex, Randolph AFB, and Camp Bullis). License and Certification Verification: Contractor and laboratory must be certified and or licensed by the State of Texas to test for lead based paints, asbestos containing materials, Polychlorinated Biphenyls (PCB), Mercury, and mold. NOTE: Please refer to DRAFT PWS for additional information. This request for information (RFI) is strictly voluntary and is not to be interpreted as a quote in anticipation of a future contract award. Respondent will not be notified of the results of the information. However, the Contracting Officer will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement only, no evaluation letters and/or results will be issued to the participants. This market survey is issued to determine the applicable planning and acquisition strategy based on responses indicating capability in responding to this requirement.
