This action request approval to award a new task order to incumbent, Integrated Data Services, Inc., on a limited source basis in accordance with FAR 8.405-6(a)(1)(i)(B).This action will be a firm-fixed-price (FFP) type order against the General Service Administration (GSA), Information Technology Professional Services Schedule. The task order will be funded with O&M funds from Fiscal Year 2021. This acquisition is to support the Defense Security Cooperation Agency (DSCA), Office of Business Operations (OBO), Comprehensive Cost and Requirements (CCaR) System and Annual Maintenance Support Services. The CCaR System and Annual Maintenance Support Services has been configured and implemented to support DSCA’s unique budgeting, planning, and reporting. DSCA’s requirements have unique demands that the CCaR system has been able to meet. The core objective is to leverage the use of the CCaR System to provide long term cost savings and integrated financial reporting capability across DSCA and its direct reports utilizing FMS Administrative, FMF Administrative, Contract Administration Services (CAS) funds, Special Defense Acquisition Fund (SDAF), International Military Education and Training (IMET). CCaR also captures manpower data for all Military Departments, Defense Agencies, Combatant commands and DSCA capturing details unique to these organizations mission. The DSCA financial management automation goal targets the use of the CCaR System to maintain financial data integrity and expand data interfaces with various accounting systems not inherent to DSCA. These interfaces will result in more efficient, accurate and timely financial transactions, which are necessary for DSCA to meet the increasing DoD financial audit and accountability requirements. The CCaR System provides needed financial management internal controls necessary to meet DoD auditability requirements and overcome unique FMS financial management considerations. The CCaR System will also be critical to the accountability of financial transactions for DSCA as it prepares for full financial audit in the FY 2022. Finally, DSCA depends on the Project Management Resource Tools (PMRT) within CCaR to provide accurate and timely reporting of budgets, plans and execution. This tool is customized to DSCA needs to provide near real time data to DSCA leadership and the DSCA Director.
