The School for Command Preparation (SCP) is responsible for the education and training of command teams, Commanders, Command Sergeants Major (CSM), and their spouses throughout the Army. The Command Team Spouse Development Program (CTSDP) – Battalion is a program targeted at the spouses of Battalion Commanders and CSMs. This task order was awarded for an 8 month period as sole source requirement after the original company went bankrupt and could no longer perform instruction for the CTSDP. Urgency to keep the program running required a sole source award. A six (6) month extension is necessary after COVID-19 restrictions made us unable to solicit a new award in a reasonable amount of time. FAR 5.202(a)(2) The proposed contract action is made under the conditions described in 6.302-2(or, for purchases conducted using simplified acquisition procedures, if unusual and compelling urgency precludes competition to the maximum extent practicable) and the Government would be seriously injured if the agency complies with the time periods specified in 5.203.
