This announcement constitutes solicitation for quotes. See attached request for Quotes (RFQ) N64498-20-R-4044 for additional information. The associated North American Industrial Classification System (NAICS) code for this procurement is 561499, with a small business size standard of $16.5 million. The Naval Surface Warfare Center (NSWC) Philadelphia Division, 5001 South Broad Street Philadelphia, PA 19112-5083is seeking to purchase services to provide Access Control Personnel (ACP) Services for NSWCPD Buildings at the Navy Yard Philadelphia. ACPs aid in the early reporting of emergencies, and provide directions and informational assistance to employees, visitors, and guests at NSWCPD Services: See attached RFQ Section C, Statement of Work. The delivery/task order period of performance, with Options is 1 October 2020 through 30 September 2023. Place of Performance: Naval Surface Warfare Center (NSWC) Philadelphia Division 5001 South Broad Street Philadelphia, PA 19112-5803 Award shall be made to the Offeror whose quotation is the Lowest Price Technically Acceptable The Government will evaluate information based on the following evaluation criteria: Factor 1, Staffing/Management Approach; Factor 2, Past Performance; and Factor 3, Cost. The following solicitation provisions apply to this acquisition: FAR 52.212-1, “Instructions to Offerors–Commercial Items” MAR 2020 FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items Alternate I” MAR 2020 Offerors must complete annual representations and certifications in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.
