The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), CVN and Submarine Power Systems Branch (Code 445), has a requirement for engineering and technical support services of Rotating Electrical Equipment and Insulation Systems utilized in generators, electric motors, transformers, cables, power conversion and distribution equipment onboard all Navy hulls. The purpose of this contract is to provide engineering and technical support services supporting NSWCPD with engineering and technical services required to support U.S. Navy aircraft carriers, submarines, surface fleet vessels, Coast Guard, Military Sealift Command, Army, Foreign Military, Department of Defense (DoD) and U.S. Government vessels and associated facilities within NSWCPD Labs. The Contractor shall provide all required labor, materials, and resources to perform the engineering and technical services required herein to inspect, assess, remediate, refurbish, repair, remove and install electrical machinery and associated components and systems. Services will be rendered as required at the following locations: Norfolk, VA, Philadelphia, PA, San Diego, CA, Yokosuka, JA, Bremerton, WA, Pearl Harbor, HI, Sasebo, JA, Groton, and Bahrain, UAE. The official Request for Proposal (RFP) will be published on the beta SAM website at https://beta.sam.gov/. Written proposals will be requested. Interested offerors should monitor beta.SAM for the release of the RFP. The RFP is anticipated for release in June of Fiscal Year (FY) 2020, with award anticipated in January of FY 2021. The Government intends to issue an Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Contract (MAC) with Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) ordering provisions with a 60-month ordering period. This effort is being competed on a 100% small business set-aside basis under NAICS Code 336611, Size Standard 1,250. The Product Service Code (PSC) for this effort is R425.
