The Naval Surface Warfare Center Philadelphia Division (NSWCPD) for multiple gas turbine engine lines and electrical power systems and provide services to sustain, maintain, and improve the United States Navy’s propulsion and power generation capabilities aboard various class Navy ships. All equipment being supported has been operationally tested and validated at the Land Based Engineering Site (LBES) at NSWCPD and is either integrated or being integrated into the US Navy ships, US Coast Guard, and Shore Facilities. SCOPE The contractor shall provide engineering and technical services required for hardware and software design, development, fabrication, test, and repair of Woodward Inc. equipment used on propulsion gas turbines, SSGTGs and electrical power systems equipment The contractor will support services as required to maintain and improve the operational readiness, safety, reliability, maintainability, as well as operating and support costs for the Woodward products used by the U.S. Navy, U. S. Coast Guard and Shore Facilities (Land Based Engineering Site (LBES)). The North American Industry Classification System (NAICS) Code is 334513. Interested businesses are invited to respond to this source sought announcement by providing the following limited to three (3) pages: 1) Statement providing the Company Name, Company Address, Cage Code, points of contact including name, phone number, fax number, and email address. The respondents must also provide a confirmation of current large or small business status under NAICS code 334513 as of 07/29/2020, and the date their firm was started. 2) Prior/current corporate (Past Performance) experience performing efforts with the same requirement within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, hours/dollars incurred to date, Government point of contact with current telephone number and email address, and a brief description of how the referenced contract relates to the services described herein. Please include your firm’s capability to make these blanks in various sizes. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. This is NOT a request for proposal (RFP), invitation for bid (IFB), or an announcement of a solicitation as no solicitation package exists at this time. The request is for informational purposes only. No cost data should be submitted. The Government will not pay for any materials provided in response to this Sources Sought notice or any follow-up information requests. Submittals will not be returned to the sender. The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to award a firm-fixed-price blanket order agreement (BOA) to provide engineering and technical services required for hardware and software design, development, fabrication, test, and repair of Woodward Inc. equipment used on propulsion gas turbines, SSGTGs and electrical power systems equipment. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive proposals. However, all proposals received prior to 29 October 2020 will be considered by the Government. A determination by the Government not to compete with this proposed blanket ordering agreement based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
