The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Sole Source, Firm-Fixed-Price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to Woodward, Inc. 1000 East Drake Road, Fort Collins CO 80522, for the procurement of commercially available items to design, manufacture and install a Human Machine Interface (HMI) display that will provide the capabilities for displaying and capturing engine parameters, statuses, alarms and shutdowns for the LCS-2 LM2500 Marine Gas Turbine (MGT) Engine Controller (EC). The NAICS code is 333611 with a size standard of 1,000 employees. The Product Service Code (PSC) for this effort is 2835. Pursuant to 10 U.S.C 2304(c)(1), Woodward is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. Woodward is the Original Equipment Manufacturer (OEM) of the LCS Independence variant engine controllers which contain prioprietary software and hardware. The HMI unit will interface with the GT engine controller and engine controller software, requiring interface software to communicate with the controller. As the OEM, Woodward owns all data rights to the software required for this interface. The proposed award and resulting contract modifications are for supplies and incidental services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
