This Limited Sources Justification authorizes the use of other than full and open competition procedures to fulfill a current requirement, absent competition in accordance with FAR 8.405-6(a)(1)(i)(A) which states that an urgent and compelling need exists, and following the procedures would result in unacceptable delays. The purpose of this action is to extend the increased the level of support for order HS0021-18-F-0004 into option period two, by 10 Senior Insider Threat (InT) Analysts (previously justified and added through modification HS0021-18-F-0004-P00002) and by one Enterprise Program Management Office (EPMO) Program Analyst (previously justified and added through modification HS0021-18-F-0004-P00004), to support the Defense Counterintelligence and Security Agency (DCSA) at Defense Insider Threat Management and Analysis Center (DITMAC) in Arlington, Virginia. The strategy for this effort is to modify the existing option period two, which has a period of performance from May 21, 2020 through May 20, 2021, with these increased support services. Previously, these increased support services were only added to the base period of performance and option period one because the intent was to have the recompete completed for this requirement by May 2020. The contracting office does not intend to exercise option periods three or four and will continue the reprocurement of these services to ensure the new effort is completed prior to May 2021 when the period of performance of option period two expires.
