Federal Innovation Outreach REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT PRESIDENT'S MANAGEMENT AGENDA (PMA) CROSS-AGENCY PRIORITY (CAP) SUBGOAL RESKILLING WORKGROUP 1.0 Description THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI) TO INVITE INDUSTRY AND OTHER POTENTIAL VENDORS INCLUDING BUT NOT LIMITED TO ACADEMIA, SMALL BUSINESSES, LARGE BUSINESSES AND NON-PROFIT ORGANIZATIONS TO PROVIDE A WHITE PAPER IN RESPONSE TO THE SUBJECT TOPIC. 1.1 President's Management Agenda (PMA) Cross-Agency Priority (CAP) Subgoal Reskilling Workgroup was established to drive transformation by addressing certain root cause workforce issues, to include: strengthening leadership of human capital systems; developing better human resources processes and capabilities; and, enhancing the workforce culture. Specifically, identify strategies to: 1.12 identify advanced technological solutions that increase the overall efficiency of the workforce. 1.13 provide flexible and adaptable solutions to expediently develop the workforce based on identification of emerging and mission critical skills. 1.14 transform the workforce by reskilling and redeploying employees from lower value work activities to higher value work activities. 1.2 As such, the President's Management Agenda CAP subgoal Reskilling workgroup is seeking sources to provide white papers and demonstrate scalable, cost effective, next generation commercial-off-the-shelf (COTS) technologies that utilize modern cutting-edge technology solutions to support the efficient and agile development and re-skilling of the Federal workforce. 1.3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DHRA is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued 1.4 The potential identified North American Industry Classification System Codes (NAICS) for this requirement are, 611710, 511210, or 541512. This Request for information Synopsis is requesting responses to the following criteria from businesses that can provide the required services under the above listed NAICS Codes. Comments on this NAICS and suggestions for alternative codes must include supporting rationale. CONTRACTING OFFICE ADDRESS: This RFI represents market research for a PRESIDENT'S MANAGEMENT AGENDA CAP SUBGOAL RESKILLING WORKGROUP. There is no assigned Contracting Office. INTRODUCTION: 2.2 The Government CAP subgoal Reskilling workgroup is specifically performing Market Research to see if there are potential vendors who can provide a cost effective and demonstrable solution to determine the availability and technical capability to provide the required products and/or services. The vendors who wish to respond to this Request for Information must submit their response in the form of a White Paper, not to exceed 5 pages, addressing the following topics: 2.21Approach to Talent Acquisition, Talent Development, Talent Analytics, and Talent Management: Include any Industry Best Practices, Award winning Innovate Solutions 2.22 Software/technologies used to support Talent Acquisition, Talent Development, Talent Analytics, and Talent Management 2.23 Use of advance technologies such as Machine Learning, Artificial Intelligence, Simulations, virtual advisors, interactive autonomous program, mobile applications, gaming 2.24 Address FedRamp Certifications, Federal Cloud Computing, Security, and Interoperability with existing Federal IT systems 2.25 Approaches to Career Pathing, Competency Identification and Management, Job Roles, Progression Models and Management, Workforce and Succession Management, Position Management, Performance Management 2.26 Operations and Maintenance (Software releases, updates, error mitigation, contingency operations) 2.3 The key area of focus for this requirement is to gather information on Industry Best Practices in the Talent Management and Talent Development arena and explore the new and future technology to support competency gap identification, employee re-skilling and agile workforce career management, while enacting best practices to elevate employee experience and engagement. Additionally, the Government seeks answers to the following questions concerning this requirement. Please consider providing responses: 2.31 What is industry's capacity to execute the requirements? Specifically, is the maturity of academic and competency frameworks, job role profiles, occupational career maps/paths, digital evaluation methodologies, and information technology systems sufficient to assessment of training/academic courses and occupational experiences for knowledge, skills, abilities, competencies, and proficiencies against employees' personnel files and provide system generated recommendations? 2.32 What data sources, documents, and format requirements are needed from government system for course and occupational reviews to be conducted digitally? 2.33 Describe your licensing model/structure to include pricing. 2.34 What is the capacity for interoperability between various systems and data sources? 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a white paper. 3.2 White papers are due no later than 15 March 2019, 4:00 PM Eastern Time. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 3.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 3.3.1 Vendor name, address, website, Data Universal Numbering Systems (DUNS) Number, and Commercial and Government Entity (CAGE) Code. 3.3.2 Point of contact to include e-mail address and telephone number. 3.3.3 Type of business, including socio-economic category (Large, Small, 8(a) Participant, Small Disadvantaged Business, HUBZone, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, or Non Profit) 3.3.4 If applicable, GSA contract number and applicable schedule(s). Also include any other existing contract vehicles outside of GSA. Your contract vehicles that would be available to the Government for the procurement of product and/or service, to include USALearning, ENCORE III, SETI, General Service Administration (GSA): OASIS, ALLIANT, VETS, STARS II, NIH, NASA SEWP, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) 3.4 Section 2 of the white paper shall answer the issues addressed in Section 3 of this RFI and shall be limited to 10 pages. The number of pages in Section 1 of the white paper shall not be included in the 10-page limitation. 4.0 Industry Discussions 4.1 Government CAP subgoal Reskilling workgroup representatives may or may not choose to meet with responding vendors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. 5.0 Questions 5.1 Questions regarding this announcement shall be submitted in writing by e-mail to the email address provided below. There is no planned acquisition and th Government has not made a commitment to procure any item or service associated with this request.
