This is a non-personal services contract to provide support to United States Southern Regional Contracting Office Miami in support of USSOUTHCOM is seeking information on interested contractors that can meet the requirements of the attached (Draft) Performance Work Statement. This RFI is requested under NAICS 541611. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ). This request for information does not commit the Government to contract for any supply or service whatsoever. Further, this Army Agency (RCO Miami) is not at this time seeking quotes and will not accept any unsolicited quotes/proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. The United States Southern Command (USSOUTHCOM) Personnel Recovery Branch is seeking contractor personnel to provide subject matter expertise on all aspects of Personnel Recovery to include the application of current US doctrine, compliance with NSPD-12 Annex 1 (Personnel Recovery & Prevention of Hostage Taking), SC REG 0511, Personnel Recovery training and exercises, and response to isolating incidents to Security Cooperation Office (SCOs), Senior Defense Official (SDOs), Joint Task Force (JTFs), or Country Teams. The proposed contract is anticipated to start December 2019 through Jan 2021 (base period), plus four 12 month option periods. Interested parties are requested to respond to this RFI with a capability statement (white papers). White papers: white paper shall provide administrative information, and shall include the following as a minimum: - Name, mailing address, phone number, and e-mail of designated point of contact. - Business type (Large, Small, 8(a) etc.) - Security clearance of the Offeror - Limited to 5 pages explaining Offerors capability in meeting specified requirements within PWS.
