Risk Management Framework (RMF) Support to Naval Surface Warfare Center, Philadelphia Division The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy's ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD's Information Technology Operations Division Code 104. This requirement, to be awarded on a competitive basis, is for obtaining an ATO for four medium-sized information systems (IS), defined as consisting of up to five operating systems, up to ten servers, and up to 200 workstations. The contract awardee shall fulfill assignments in accordance with the framework of RMF to certify and accredit new ISs, and re-accredit existing system packages for the ISs as follows; the ISs included will not have a requirement for any external penetration testing. - Two (2) RDT&E Zone D Information System, processing Classified and Naval Nuclear Propulsion Information (NNPI). All assets are located within the NSWCPD campus. - Two (2) Unclassified, Internet-facing Information Systems located in DoD or the Amazon Web Services FEDCLOUD data center operating under expired authorizations. Place of Performance: Performance for this requirement will primarily occur at NSWCPD, Philadelphia, PA 19112. The official Request for Proposal (RFP) will be published on the Federal Business Opportunities website at http://www.fbo.gov. Electronic proposals will be requested via email. Interested offerors should monitor FEDBIZOPPS for the release of the RFP. The RFP is anticipated for release in September of Fiscal Year (FY) 2019, with award anticipated in September of FY 2019. Award is anticipated of a Firm Fixed Price contract with estimated period of performance to be a one-year. This effort is being competed on a service-Disabled Veteran-Owned Small Business set-aside. This contract will be competitively awarded pursuant to 10 U.S.C. 2304 and the Federal Acquisition Regulations 6.401 (b). The Product Service Code (PSC) for this effort is D318.
