1.0 Description 1.1 The Naval Medical Research Unit is seeking information on a vendor that can provide two Hemostasis Viscoelastic Coagulation Analyzers on a FIRM-FIXED rate for one year. 1.2 Request For Information (RFI) Only. This RFI is issued solely for information and planning purposes – it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The RFI respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov and the GSA E-Commerce Central website: http://www.gsa.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Summary The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. The requirement is for two hematology machines to analyze qualitative and quantitative coagulation status of animals. The two hemostasis viscoelastic analyzers will each have four independent channels for parallel testing and capable of detecting clot formations, firmness, and ultimately lysis. The viscoelastic analyzer will use the minimal amount of whole blood (105µL) samples with no sample processing required. The analyzer should perform evaluation of extrinsic coagulation pathway (ExTEM), extrinsic coagulation pathway in the presence of platelet inhibition (FibTEM), fibrinolysis inhibition (ApTEM), and non-activated (NaTEM) analysis to assess clot viscoelasticity and hemostasis. The viscoelastic analyzer should include a LCD Monitor, keyboard, and an interactive and user friendly electronic pipette with pipette holder and cable. The instrument software also allows the user to create assay protocols configured to their unique application that is able to perform various analyses.
