The Naval Air Systems Command (NAVAIR) intends to issue a Firm Fixed Price (FFP) delivery order (base plus 4 options) under Basic Ordering Agreement N00019-16-G-0012 for approximately 157 APR-39D(V)2 A-Kit Retrofit Kits and any associated non-recurring engineering in support of the United States Marine Corps H-1 Helicopter. This action will be negotiated and awarded on a sole source basis with Bell Textron, Inc. (Bell), Texas, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Bell is the only qualified source which possesses the detailed knowledge of the H-1 aircraft and components to provide the APR-39D(V)2 A-kits in a timely and cost effective manner. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Bell is the only known company with the knowledge, data, and capability to meet the Government's needs.
