The effort will create ... The Naval Air Systems Command (NAVAIR) intends to issue a task order under Basic Ordering Agreement, N00019-16-G-0012 to Bell Textron Inc. (Bell), P.O. Box 482, Fort Worth, TX. The effort will create and execute test procedures for Government Furnished Equipment (GFE) Tech Refresh Mission Computers (TRMCs) to be performed at the H-1 Production Test Facility (PTF), and non-recurring engineering (NRE) associated with GFE inspections in support of the United States Marine Corps and FMS H-1 Helicopters. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Bell is the only known company with the knowledge, data, and capability to meet the Government's needs.
