Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to RIX Industries for tech assistance for the disassembly, reassembly, and installation of the HP Air compressors. RIX Industries is the original equipment manufacturer and is the only vendor that can perform this type of work onboard naval 774 class submarines while meeting the military/Navy’s standards and expectations. Some of the drawings, procedures, repair parts, and components are proprietary to RIX Industries. Rix is the technical expert on these systems and must be present to give technical advice, troubleshoot, and perform necessary repairs to ensure proper operation of HP Air Compressors for the ship’s mission. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.
