This is a synopsis/pre-solicitation notice for a non-commercial service. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia awarded a Firm Fixed Price (FFP) contract to Sargent Aerospace & Defense under N64498-17-C-4010, which was to procure additional design concepts for the new Ohio Replacement (OR) Towed Buoy Antenna (TBA) Winch Manifold. NSWCPD intends to issue a modification to the contract to include modifying the Winch & Brake Manifold Assembly and associated control valves, and modifying the Door & Cable Cutter Manifold Assembly and associated control valves. Additionally, updated test procedures, drawings, and installation plans will be required. It will also be required to qualify the manifold assemblies with the new configurations. The control valves that are a part of the Towed Buoy System are proprietary to Sargent Aerospace & Defense and cannot be modified through another vendor. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all RFQs received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A hard copy of the solicitation will not be made available.
