The Naval Surface Warfare Center - Philadelphia Division (NSWCPD) intends to procure on a sole-source basis assembly and testing services for seven (7) subsea electro-mechanical tow cables to be installed under Temporary Engineering Change (TEC) - T367 from PMI Industries INC., a small business. PMI Industries is the only suitable vendor as the approved design requires the integration of a bespoke DAM/BLOK (TM) device into the two cable assembly. DAM/BLOCK is a proprietary product developed by PMI and therefore can not be provided by any other vednor or manufacturer. A copy of the solicitation will not be made available with this synopsis.
