This is a synopsis/presolicitation notice for a non-commercial supply / service. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia intends to award a Firm Fixed Price (FFP) contract to Sargent Aerospace & Defense. NSWCPD has a requirement to procure engineering and logistical services required to design and validate, through analysis, a hydraulic manifold that is qualified for installation onboard U.S. Naval Submarines utilizing other than full and open competition. The control valves that are a part of the Towed Buoy System are proprietary to Sargent Aerospace & Defense and cannot be modified through another vendor. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all RFQs received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A hard copy of the solicitation will not be made available.
