Sources Sought Notice Title - HIPOWER Systems HRMW-1150-T6 480VAC Diesel Generator Annual Maintenance Classification Code: J028 Engines, Turbines, and Components Description This document provides a set of maintenance tasks to be performed for a HIPOWER HRMW-1150-T6 Diesel Generator. The vendor shall propose a maintenance schedule in accordance with the manufacturer's recommendations, and is not limited to the requirements established in this document. The characteristics described herein are notional requirements and are subject to change following the results of this notice. The selected vendor must be a HIPOWER certified equipment service company. If the vendor cannot provide the exact services described below, but are certified by HIPOWER for equipment repair and maintenance, they are encouraged to respond to this notice and indicate the deviations from the requirements. HIPOWER Systems Maintenance: •1. Engine Cooling System •a. Check coolant level •b. Check for proper of anti-freeze and conditioner •c. Check radiator core for obstructions or buildup of foreign matter •d. Check general condition of engine coolant •e. Check all belts for wear and proper tensioning •f. Check all hoses for cracks or brittleness •g. Check jacket, water heater, and thermostats for proper operation •h. Take coolant sample and send to lab for analysis •2. Electric D.C. Charging System •a. Check battery trickle charger for proper operation •b. Check battery charging alternator for proper output •3. Electrical System A.C. Power Generator •a. Check all electrical connections on regulator and generator •b. Inspect generator brushes, slip rings, stator, lead slice and circuit breaker •c. Grease bearing if necessary •d. Check operation voltage regulator and adjust at customer's request •4. Air Induction System •a. Inspect air cleaner •b. Check for proper of anti-freeze and conditioner •c. Check turbocharger for excessive end play •d. Listen for unusual noises from this area •e. Check air intake louvers for proper operation •f. Insure air intake flow is not restricted •5. Exhaust System •a. Inspect exhaust silencer (where possible) •b. Visually inspect exhaust outlet for excessive smoking •c. Visually check crankcase breather for excessive smoking •6. Starting System •a. Clean batteries and cables (lead acid) •b. Test and record specific gravity (lead acid) •c. Record voltage readings (nickel cadmium) •d. Check for proper starter operation •e. Check starter amperage •f. Load test the battery set •7. Lubrication System •a. Check oil level •b. Check engine oil pressure •c. Take lubricating oil sample and send to lab for analysis •8. Fuel System •a. Check engine and supply systems for any fuel leaks •b. Check operation of day tank pump and float switch •c. Check electrical connections to day tank •d. Check fuel pressure gauge for proper pressure •e. Inspect fuel water separator element condition •9. Safety System •a. Test overspeed device •b. Test water temperature contactor •c. Test lube oil pressure contactor •d. Test over crank device •e. Check any and all safety devices that we are aware of that may cause engine damage •10. Engine Control Panel •a. Inspect electrical connections •b. Check operation of relay •c. Inspect for blown fuses •d. Check operation of main circuit breaker •11. Speed Control •a. Inspect governor rods and linkages for loose or worn parts •b. Check governor under load •c. Check and tighten any lose wiring connections and note any potential problems •12. General •a. Inspect engine for wear and deterioration •b. Note any unusual sounds •c. Check voltage and frequency •d. Perform run test and record the following: • i. Lube oil pressure • ii. Water temperature • iii. Frequency • iv. Current (all 3 phases) • v. Voltage (all 3 phases) • vi. Kilowatts Responses Responses to this RFI shall include supporting materials that allow an effective evaluation of your company's competence, experience, and overall understanding of the requirements that NAVSEA has identified. Miscellaneous Information •1) Are there any additional maintenance tasks that are not listed above that are typically performed on a regular basis? This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the pre-solicitation conference will NOT be reimbursed. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. This announcement does not commit the Government to the award of a contract. Please reference the above solicitation number when responding to this notice. However, submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWCPD's strategic planning. Responses should indicate enough detail so that potential Navy interest can be assessed. Responses are requested to be provided electronically and acceptable formats include Adobe PDF, Microsoft Word and Microsoft PowerPoint files. The information provided will assist NSWCPD in developing and further defining future procurement and acquisition strategies, and it is desirable that it not contain proprietary information. However, if some of the information provided is considered proprietary to the respondent, that portion will be segregated and labeled as such and will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider.
