The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to increase the contract ceiling authorized for the Indefinite Delivery Indefinite Quantity (IDIQ) contract N65540-14-D-0002, awarded to Northrop Grumman Maritime Systems (NGMS). Contract N65540-14-D-0002 provides design agent engineering and technical services for the overall management, development, testing, troubleshooting, repair, configuration, maintenance and fleet sustainment of fielded steering control and navigation control systems, including Ship Control System (SCS), Waterjet Control System, Voyage Management System (VMS), Voyage Data Recorder (VDR) Machinery Control System (MCS), and Engineering Control System (ECS). This procurement action is being conducted in accordance with FAR Part 15. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. This modification is being issued to avoid a break in service while the follow-on acquisition is in process, which will also be negotiated with only one source under the authority of FAR 6.302. It is critical that the work continues until the competitive follow-on contract is awarded. This is not a request for quote from any other contractors. The sole source follow-on acquisition will be solicited under a separate Request For Proposal (RFP) with a number to be determined at a later date. The RFP will be made available electronically upon its release to the Federal Business Opportunities portal. To acquire the required services for the remaining ordering period, the Navy intends to solicit for a Cost Plus Fixed Fee (CPFF) modification to increase the ceiling on the existing contract, N65540-14-D-0002, to provide continuous contractual coverage through the ordering period ending 04/30/20. The Terms and Conditions of the current contract applies to this sole source modification. The applicable North American Industrial Classification System (NAICS) code for this requirement is 34511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and the size standard is 1250. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
