The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Firm Fixed Price contract for three years using Federal Acquisition Regulations (FAR) Part 12 provisions with GE Aviation Systems LLC, doing business as Dowty Propellers, 114 Powers Court, Sterling, VA 20166, to provide the Propeller Engineering, Reliability, and Logistics Sustainment (PERALS) support for the Sustainment of a pool of R391propellers. The U.S. Marine Corps (USMC) and U.S. Navy (USN) utilize the Dowty R391 KC-130J propeller system. The Government intends to award a sole source acquisition under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Dowty Propellers is the sole designer, developer, and manufacturer of the R-391 Propeller and is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience with the subject propeller system to provide the required supplies and services. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government consistent with applicable laws and regulations.
