1.0 Introduction The 16th SPCS utilized two satellite geolocation systems to characterize and geolocate electromagnetic interference worldwide. 1.1 Purpose The 16th SPCS requires a two satellite geolo... 1.0 Introduction The 16th SPCS utilized two satellite geolocation systems to characterize and geolocate electromagnetic interference worldwide. 1.1 Purpose The 16th SPCS requires a two satellite geolocation system for EMI resolution in UHF, C, X, Ku and Ka bands. The system will be installed into a 14u mobile server rack and tested by the manufacturer before delivery to the 16th SPCS for integration and operations testing at Peterson AFB, CO. 1.2 Scope The Contractor shall procure and deliver one two satellite geolocation system. The system will be installed into a provided 14U mobile server rack and tested for proper operation. The contractor shall provide 32hrs of operator training and 16hrs of maintenance training. Additionally, the Contractor shall provide 4 days of onsite installation support. 1.3 Technical Requirements The Contractor shall ensure the geolocation systems meet the following criteria: 1.3.1 Physical Requirements 1.3.1.1 The geolocation system shall not exceed a total of 14 rack units (RU) in height, 19" width, 28" depth 1.3.1.2 The geolocation system shall weigh no more than 170 lbs. 1.3.1.3 The geolocation system shall support N-type RF inputs from three UHF and two SHF antennas. 1.3.1.4 The geolocation system shall provide five N-type RF outputs for signal pass-through from the four antennas and one for the integrated reference. 1.3.2 Operational Requirements 1.3.2.1 Provide two-satellite geolocation capability with ability to process UHF, C, X and Ku bands ingested into the system at UHF or L-band with a minimum G/T of 25dB. 1.3.2.2 System shall provide better than 5km error ellipses at a minimum of 95% confidence for a well-defined geolocation scenario. 1.3.2.3 The system shall provide real-time removal of blocking carriers such that it has negligible impact on the time of a measurement. 1.3.2.4 System shall provide the ability to analyze signal information including center frequency, bandwidth, modulation type, carrier standard and EsNo 1.3.2.5 System shall provide automatic geolocation operation utilizing operator designated thresholds. 1.3.2.6 System shall provide the ability to record 8 hours of signal interference for processing at a later time and date. 1.3.2.7 System shall provide an integrated world-wide, street-level map display for defining and controlling the geolocation scenario and the displaying of results while the system is not connected to the internet. 1.3.2.8 System shall be able to export user-selectable results and scenario information to KML or KMZ file format. 1.3.2.9 System shall provide the ability to ingest a variety of satellite location files. 1.3.2.10 System shall provide the ability to process controlled suitable reference emitter signals that are transmitted below the noise floor during the geolocation process 1.3.2.11 System shall provide mouse-only user-driven Spectrum analyzer capability with the ability to define and control the geolocation scenario directly from the analyzer display 1.3.2.12 System shall provide integrated notebook and geolocation result reporting capabilities 1.3.2.13 System shall contain integrated, context-sensitive user guide 1.3.2.14 System shall provide the ability to put the GUI into dark-mode for low-light operations 1.3.2.15 System shall provide simple user feedback in the confidence of a geolocation result 1.3.2.16 System equipment shall operate on 120/220VAC, 50/60Hz power with a maximum power draw of 2100W peak and 600W typical. 1.3.3 System Support 1.3.3.1 Commercial-off-the-Shelf Operator's manual 1.3.3.2 Commercial-off-the-Shelf Maintenance manual to include periodic inspections, installation and removal instructions. 1.3.3.3 One year of full hardware Maintenance and Software support from the date of installation to be renewed annually 1.3.3.4 Software licenses shall be perpetual without need for annual renewal fees. 1.3.3.5 Line Replaceable Unit (LRU) spares, down to the board level, shall be able to be removed and replaced at remote sites by Government personnel 1.3.3.6 One week of on-site installation support at Peterson AFB, CO 1.3.3.7 One week of on-site support at Peterson AFB, CO for system operation training and installation training 2.0 Deliverables Delivery of system shall take no longer than 150 days assuming government provides mobile server rack no later than 45 days prior to delivery.
