This is a Justification and Approval for a sole-source Cost-Plus-Fixed-Fee modification to an existing contract with Virtual Computing Technology, Inc. The modification adds two option periods totaling 8.5 months—a 4.5-month base period and one 4-month option period—to extend critical departmental administrative and personnel support services for COMNAVAIRFOR. Performance is geographically dispersed across multiple installations in CA, WA, OK, VA, MD, and FL. The extension is needed to prevent an unacceptable break in essential services that would severely impact aircraft and fleet readiness while the Government completes corrective action and source-selection evaluations arising from a GAO protest. The action is authorized under 10 U.S.C. § 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B) due to unacceptable delays.
