The Navy intends to award a sole-source, firm-fixed-price contract for an annual subscription to a web-based business intelligence tool that analyzes and reports telecommunications billing data. The tool supports recapturing reimbursable customer funding, tracking expenditures, maximizing buying power, generating service usage reports, and sustaining auditable financial conditions. This requirement will be solicited as a commercial item under FAR Part 12 and is an SBIR Phase III supply effort. The solicitation will be available only for download from SAM.gov, with no hard copies issued. Vendors must self-certify that they and their principals are not suspended, debarred, or otherwise ineligible for federal contracts.
