COMBINED SYNOPSIS The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price sole source purchase order to ASTM, American Society for Testing and Materials subscription renewal of their Digital Library, Set of Standards, and Enterprise Subscription for a base year and three option year coverage periods. The Naval Supply Systems Command (NAVSUP) FLC Fuel Laboratory is responsible for providing trained information professional and worldwide information access in all areas of NAVSUPs missions through online databases, reference materials, interlibrary loans, article reprints, etc. This requirement is an annual renewal of the journal subscription to maintain up-to-date information to support NAVSUP FLC Fuels Laboratories mission. The NAVSUP Fleet Logistics Center has a requirement to procure one multiple physical site license for the following journals STM Digital Library (Petroleum and Paints Collections) and eLearning Training/ASTM Petroleum Lab Technician Series Training Modules: #2 Diesel Fuel, #6 Fuel Oil, Aviation Turbine Fuel (Jet A), Biodiesel, Engine Oil Lubricants, Fuel Ethanol, Motor Gasoline, Reformulated Gasoline, Ultra-Low Sulfur Diesel. The request is for digital content obtained via a web browser; this request is NOT for IT hardware, software, maintenance, support, or telecommunications under the ITPR process. The NAVSUP FLC Fuels Laboratories intends to issue and award a purchase order to American Society for Testing and Material (ASTM) dba ASTM International, 100 Barr Harbor Drive, West Conshohocken, PA 19428-2951 on a sole source basis to other than full and open competition FAR par 6.301-1, only one responsible source and no other supplies or service will satisfy agency requirements. This is a combined synopsis/solicitation for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about April 4, 2024, under Request for Quotation (RFQ) number N0018924Q0188 at the following website: https://beta.sam.gov/ This solicitation documents and incorporates provisions and clauses in effect through FAC 2024- 03 and DFARS Change Notice 20230122. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition will result in a Firm-Fixed-Price contract under NAICS 519290. A request for quote will not be posted as this is being solicited Sole Source. Redacted Sole Source Justification is attached to this synopsis. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
