The responses to this Sources Sought will be utilized to determine if any competitive opportunities exist for the requirement described herein. All submissions will be considered. In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. A Pre-solicitation Notice with regards to this requirement will be released on the SAM.gov website. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Warfare Center - Aircraft Division at Patuxent River, MD announces its intention to issue a Firm Fixed Price (FFP) contract for a complete WV Communications, Inc. Flight Termination Systems (FTS) Relay suite of software and hardware including: NRE Relay suite firmware software, relay suite firmware software package, two (2) receiver/decoders, two (2) simulator TDUs, and two (2) diplexers. The WV Communications part numbers for these products are included in the attached Statement of Work. The anticipated award date of the order is in approximately six months. The Atlantic Test Range (ATR) currently owns 4 complete WV Communications Flight Termination Systems (FTS). All of the FTSs are specifically designed to meet Range Commander Council (RCC) requirements for RCC-319 and RCC-208. These RCC requirements are set by ATR Range Safety as safety of flight requirements. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources capable of providing the support described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is 5821; the NAICS is 334220 with a size standard of 1,250 employees. All interested businesses are encouraged to respond. . ANTICIPATED DELIVERY The anticipated delivery date is six months after the receipt of order (ARO). ANTICIPATED CONTRACT TYPE This will be a Firm Fixed Price (FFP) contract action. REQUIREMENTS See attached SOW. In addition to the requirements above, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost and performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business’ General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost of performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. If the prime is a joint venture, the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to provide the required WV Communications Relay suite of software and hardware. In addition to the capabilities statement, the Government is requesting information as to if the products are sold to any companies or corporations outside of the Federal Government, and if the items are available on the commercial market. This documentation must address, at a minimum, the following: 1. Title of the Requirement you are responding to; 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; 3. Documented proof of written agreement to serve as an authorized resale agent of the items. 4. Company’s ability to deliver the required products within the required delivery date.
