This request for capability information does not constitute a request for proposals. Submission of any information in response to this announcement is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The Naval Undersea Warfare Center Division Keyport is seeking industry partners capable of manufacturing Burst Discs, in accordance with NAVSEA drawings 5624005(53711) Rev E, Burst Disc Assy – Gas Generator, 5816525(53711) Rev J, Burst Disc Assembly, Safety-CO2 Container, 5816567 (53711) Rev E, Burst Disc Assy – Mixing Manifold, as well as TR5624413 (53711) Rev G, Technical Requirements for Verification and Annotated and Unannotated Characteristics. The general description that follows does not reflect the exact specifications per the drawing; it is a general description provided to enable industry to determine if it is interested in obtaining the drawing in order to respond to this sources sought notice. General Description: The Government is seeking additional industry partners capable of manufacturing the Burst Disc Assembly parts in accordance with all drawings and specifications. Pressure testing shall be able to exceed 100 pressure cycles over a period of six months. On rupturing, the burst disc shall not fragment and shall remain attached to the body of the burst disc assembly. The burst disc shall meet functional environmental requirements. Test report and samples shall be submitted to the government for approval prior to production. The Government anticipates soliciting a firm fixed price contract, including 96 first article test units, 48 test samples, and 300 production units as the initial (base) quantity, with an option to purchase an additional 300 production units. The first article units will be required to pass inspection, testing, and acceptance by the Government before manufacturing any production units would be authorized. The anticipated North American Industry Classification System (NAICS) code is either 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, OR 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing. The Government seeks industry’s input regarding identification of the appropriate NAICS code. Also part of this market research, the Government seeks industry’s input regarding whether or not inclusion of clause 252.216-7000, Economic Price Adjustment--Basic Steel, Aluminum, Brass, Bronze, or Copper Mill Products, is applicable and necessary. TO OBTAIN THE DRAWING: The drawing contains distribution control statements. Therefore, it will be released only to those companies that meet the following criteria: Have a minimum Confidence Level rating of Basic in the NIST SP 800-171 Assessment Compliance Report posted within the Supplier Performance Risk System.
