The Naval Air Systems Command, Aircraft Support Procurement Group (A2515), Patuxent River, MD in support of AB44 Propulsion and Power, intends to negotiate a standalone contract on a sole source basis with Jacobs Technology Inc., 604 William Northern BLVD. Tullahoma, TB 37388-4729, in support of the Helicopter Drive System (HeDS) Test Alignment and Readiness Transition (HeDSTART) project. The contract includes work scope for the procurement, fabrication, and installation of system upgrades as designed for the HeDSTART phase 2 project. The Navy requires the purchase of components and material, fabrication of parts, and integration into the HeDS Facility including commissioning support. Required component procurement includes dynamometers, valves, interfacing hardware, and torque measurement devices. Materials will be procured to fabricate steel shaft segments and steel structural weldments. Integration into the facility will require modification to existing infrastructure, such as water piping, oil piping, and electrical services. Fabricated part installation will require crane rigging equipment and lift plans. Commissioning support will include onsite participation during the initial operations of the system. The Government intends to procure under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Jacobs Technology Inc. is uniquely qualified as the designer for the HeDSTART program via the current contract and is the only source with the requisite knowledge, experience and technical expertise to continue the production and integration of the system entities. These provide Jacobs with the unique ability to identify, self asses and correct problems with the HeDSTART fabrication and installation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 5:00 PM Eastern Time on 20 July 2023. The applicable NAICS code for this requirement is: 334519-Other Measuring and Controlling Device Manufacturing. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
