The statutory authority permitting other than fill and open competition is 41 U.S.C 3304 (a)(1) as cited in FAR 6.302-1. The acquisition is considered a brand name description per FAR 6.302-1(c) and is justified here in accordance with FAR 6.303 and 6.304. A determination by the Government not to compete this effort is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a request for quote (RFQ). This requirement is being synopsized as an unrestricted acquisition under the North American Industry Classification System (NAICS) code 334220, Size Standard 1,250 employees, PSC code 7K20. The Naval Air Warfare Center Aircraft Division (NAWCAD), located at the Naval Air Station Patuxent River, MD intends to establish a FFP contract on a sole source basis to Systems Engineering & Management Co., 1430 Vantage Court, Vista, CA 92081. Contractor is required to provide: Twelve (12) RC300-2CON1 Twelve (12) MMD-3 Twelve (12) PCT602ECIF All items shall be received by 01 September 2021. Acceptance and Delivery will be to: Atlantic Test Range ATTN: Gregory Pennington 23013 Cedar Point Road, Building 2118 Patuxent River, MD 20670. Shipping Charges: These items will be delivered F.O.B. Destination, and shipping shall be included in the price. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. A firm fixed price contract is anticipated. The clause at 52.212-1, Instructions to Offerors-Commercial Items, (DEVIATION 2008-O0018) is incorporated by reference and applies to this acquisition. The Government will award in accordance with FAR Part 12 on a lowest priced, technically acceptable basis. INTRODUCTION The Naval Air Warfare Center - Aircraft Division at Patuxent River, MD announces its intention to issue a Firm Fixed Price (FFP) contract for the conversion of (6) RC600A-4 Receivers to (12) RC300-2 Receivers, (12) upgrades to Multi-Mode Demodulators and Dual Channel RF Tuners that will be integrated with the current receiver systems for Real-Time Telemetry Processing System (RTPS). The anticipated award date will be in approximately eight weeks. The Real-Time Telemetry Processing System (RTPS) provides processing and display of data which is collected and transmitted as telemetry signals from the aircraft or other test article. RTPS receives the telemetry signals, decodes each individual measurement included in the signals received, computes additional "derived measurements” needed, and makes all measurements available for display in a Mission Control Room (MCR). The SEMCO receivers used are a commercial item that possess the correct filter, modulation format, channel, and band selection options required in current Range telemetry configurations for data rate, range of frequencies, sensitivity, and bandwidth. SEMCO receivers have true analog outputs, allowing use of Best Source selection to function properly. The receivers are an essential piece of equipment to support the Atlantic Test Range. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources capable of providing the support described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ANTICIPATED DELIVERY The anticipated delivery date is 01 September 2021. ANTICIPATED CONTRACT TYPE This will be a Firm Fixed Price (FFP) contract action. REQUIREMENTS See attached SOW. In addition to the requirements above, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost and performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business’ General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost of performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. If the prime is a joint venture, the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to provide the receiver conversions. This documentation must address, at a minimum, the following: 1. Title of the Requirement you are responding to; 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; 3. Documented proof of written agreement to serve as an authorized resale agent of the items. 4. Company’s ability to deliver the required products within the required delivery date.
