The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Abbott Laboratories for the Maintenance of I-STAT analyzers. The Service will consist of one years; the period of performance 30 September 2025 – 29 September 2026. Abbott Laboratories is the only source available to provide Maintenance of I-STAT analyzers. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals. This is a Request for Information (RFI), Sources Sought Notice, issued by Naval Medical Center Portsmouth seeking information from prospective vendors. The purpose of this request is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis; this does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Offerors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. All interested vendors must have a Federal Supply Schedule (FSS) as well as an active Cage Code in the System for Award Management (SAM). For the purpose of a potential acquisition, the NAICS is 811210, Electronic and Precision Equipment Repair and Maintenance and PSC is J065. The proposed contract is anticipated to be a firm-fixed price contract a total of 1 years. The requirement is for all I-Stat Analyzers listed in this PWS and its subcomponents. If your firm is capable and qualified to meet the requirements listed within the attached Performance Work Statement (PWS), respond with the required information by emailing the primary point of contact.
