The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Beckman Coulter, INC. for commercial-off-the-shelf (COTS) Cost Per Reportable MicroScan WalkAway to include equipment lease, consumables and Maintenance Support of the MicroScan WalkAway. The contract will consist of a base year and 4 option years; the period of performance for the base year is 01Jun2025 – 31May2026. Beckman Coulter, INC. is the only source available to provide the MicroScan WalkAway system which is currently validated and in use at Naval Medical Center Portsmouth. If the follow on award was provided to a new vendor, there would be an increased duplication of cost, approximately $300,000.00, which includes supplies, leasing of equipment, manpower and services. Per FAR 6.302-1(a)(2)(iii)(A) in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in- Substantial duplication of cost to the Government that is not expected to be recovered through competition. The total estimated value is $550,348.00. Market research has determined that Beckman Coulter, INC. has a strategically sourced Federal Supply Schedule contract V797D-70260 for Cost Per Reportable MicroScan WalkAway to include equipment lease, consumables and Maintenance Support of the MicroScan WalkAway which is valid through 05Oct2027. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
