The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Airgas USA, LLC. for commercial-off-the-shelf (COTS) Medical Grade Liquid Oxygen and Bulk Oxygen System consisting of 2 Bulk Oxygen Tanks and Maintenance/Service of the System to Naval Medical Center Portsmouth. The contract will consist of a base year and 4 option years; the period of performance for the base year is 01Oct2024 – 30Sept2025. Airgas USA. LLC. is the only source available to provide delivery of medical grade liquid oxygen, rental and service to the Bulk Oxygen System currently in use and integrated at NMCP. This system owned by Airgas USA includes 2 Bulk Oxygen Tanks, monitoring system, piping and valves. The total estimated value is $744,278.77. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
