The Defense Health Agency is seeking sources to provide Low Titer Whole Blood (approximately 85 units per year). The requested supplies/items shall be configured and validated for use in refrigerators that Naval Medical Center Camp Lejeune, NC currently owns. The items shall comply with all applicable laws, regulations, rules, and guidelines, including, but not limited to, those referenced herein or set forth in Section 351 of the public Health Service Act (42 U.S.C. §301, et seq.), U.S. Code of Federal Regulations, 21 CFR §600-640, and any other applicable local, state or federal law or regulation. The Whole Blood must be delivered to Navy Medical Center Camp Lejeune, 100 Brewster Blvd., Camp Lejeune, NC 28547 within a maximum time of 2-hours from an order being placed. The estimated period of performance is October 1, 2024. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 pages (8.5 x 11 inch) using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
