The USPFO for Arkansas intends to issue a Request for Proposal (RFP) to provide ARNG-PEC Registered Nurse Services for the National Guard Professional Education Center (NGPEC), Camp Robinson, North Little Rock, Arkansas. The resulting award will be for a service contract for a base period of one year with four (4) one-year options. A brief synopsis of the services required is as follows: 1. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary (except as specified in Paragraph 3.0 of the PWS as Government Furnished) to perform Registered Nurse Services located at the Troop Medical Clinic, Building 6500, Camp Joseph T. Robinson, North Little Rock, Arkansas. 2. The contractor shall provide Registered Nurse Services between the hours of 0700 to 1530 Monday through Friday, except on recognized US holidays stated in or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. In the event of inclement weather, the contractor will be required to perform unless notified by the Contracting Officer. The contractor shall as all times maintain an adequate work force for the uninterrupted performance of all tasks defined in the PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force is essential. 3. Telework is not authorized. 4. Please review the attached Performance Work Statement for more detailed requirements for the Registered Nurse Services regarding installation access and security requirements, mandatory training requirements, marking and safeguarding of files, protection of personally identifiable information, and key protection. 5. The contractor shall ensure all employees possess all required licenses for administering Basic Life Support and Advanced Cardiac Life Support used in the performance of this contract. The Government does not provide training to contractors. Contractor must ensure that any personnel performing under a contract are fully trained, licensed, certified and otherwise qualified to provide the Registered Nurse Services. 6. Contractor Travel is not required. 8. The North American Industry Classification System (NAICS) code is 621399 – Registered Nurse and the size standard is $10,000,000.00. 9. No additional media (CDROM, floppy disks, faxes, emails etc) will be provided. Paper copies of the solicitation are not be available. Other methods of requesting a package will not be honored. 10. Offerors must be registered in the System for Award Management (SAM). Offerors are responsible for checking Sam.gov for changes to this Sources Sought. 11.
