The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price award, Cost-Per-Test, to Ortho Clinical Diagnostics, Inc. for commercial-off-the-shelf (COTS) Immunohematology analyzer, reagents, and consumables. The award will consist of a one year base and four option years; the period of performance for the base year begins on September 1, 2022. Ortho Clinical Diagnostics, Inc. is the only source available to provide an immunohematology analyzer that automates in vitro Immunohematology testing of human blood utilizing ID-MTS Gel Cards and is capable of pre-transfusion and compatibility testing for patients in throughout the hospital. The gel technology analyzer is capable of ABO/Rh Grouping (forward and reverse), ABO/Rh confirmation, Antibody Screens, Antibody Identification, Selected Cell Panel, Donor Confirmation, Crossmatch (AHG), Antigen Typing, Serial Dilutions for Titration Studies, DAT (Polyspecific), DAT (IGG, and Cord Blood Testing. The equipment will be used to optimize laboratory efficiencies. The total estimated value is $413,575.40. NMCCL currently utilizes 2 systems that are from Ortho Clinical Diagnostics and changing equipment would require the lab to revamp their entire blood bank processes. Market research has determined that Ortho Clinical Diagnostics has a strategically sourced Federal Supply Schedule contract (V797D-60637) for Clinical Analyzers, Laboratory, Cost-Per-Test under FSC Group 66 III which is valid through 7/14/2026. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Camp Lejeune. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
