This is a notification that the 116th Air Control Wing (ACW) Base Contracting Office, Robins Air National Guard Base, Robins AFB, GA 31098, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to Advanced Testing Technologies Inc. (ATTI) for purchase of the repair of BRAT TPS's. The associated North American Industrial Classification System (NAICS) code for this procurement is 334511, with a size standard of 1250. This notice is not a request for quotations. The contractor identified owns The Original Equipment Manufacturer (OEM) is ATTI, Hauppauge NY; and since the Air National Guard does not possess the Original OEM data required to re-develop the JSTARS PME LRU TPS's. ATTI is the OEM of the JSTARS BRAT's and TPS's. ATTI has all of the relevant documentation including all drawings, schematics, and parts lists for all of the BRAT related LRU's and Integrated Test Adapters (ITA). As the OEM of the JSTARS BRAT's and associated TPS's, ATTI's engineering staff has firsthand America's First Total Force Wing-05'00'knowledge of their function and usage. ATTI has continued to support the JSTARS BRAT with Contractor Logistics Support (CLS) since the program's inception. ATTI's Obsolescence Mitigation technology allows for the repair and replacement of obsolete or broken equipment while protecting the investment of the original development. This JSTARS knowledge, logistics history, and OEM data make ATTI the lowest risk and most cost effective solution to repair the JSTARS BRAT TPS's. Reponses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
