SYNOPSIS – GENERAL IFB SB Set-Aside Document Type: Pre-solicitation Notice Classification Code Category Z2GZ – Repair or Alteration of other Warehouse Buildings Set Aside: 100% Small Business NAICS Code: 236220 Commercial and Institutional Building Construction The USPFO for Puerto Rico intends to issue an Invitation for Bid (IFB) to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the refurbishing and repurposing of Buildings: # 1026, # 1027, and # 1028 known as Controlled Humidity Warehouses. Each facility consists of 15,000 square feet to be utilized for Office Areas, Shops, and Storage, totaling to 45,000 SF. Services include construction of office partitions, installations of acoustic ceilings, installation of energy efficient interior illuminations ESPC compliant, installation of air conditioning units, temporary electrical connections, upgrades to electrical distribution system to accommodate new electrical requirements, and installation of IT communication infrastructure compliant with DoD Network Infrastructure. The contract duration is 270 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39.5 million. The magnitude is between $500,000,000 and $1,000,000. Your attention is directed to FAR Clause 52.219-14 (b)(4) Limitations on Subcontracting which states "By submission of an offer and execution of a contract, the Offeror / Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or-about 17 August 2021. The tentative date for the pre-bid conference is on-or-about 25 August 2021, 9:00AM local time, location will be in solicitation. Specific details will be posted in the solicitation.
