This announcement constitutes the only solicitation; quotes are being requested. W91249-21-T-0004 EAMC Notification System is issued as a solicitation. The closing date and time of this solicitation is 07 September 2021, 9:00 A.M. EST. This acquisition is restricted under NAICS code 511210, Size STD $41.5 MIL. This requirement is a 100% Small Business Set-aside and only qualified offerors may submit bids. The requirements for this solicitation are: Software maintenance contract Software maintenance contract to support the operation of the Emergency Notification System. This automated system is a critical requirement that serves to assist with preparedness and communication in a variety of crisis situations i.e., econtamination drills, violence requiring lockdown, increased staffing requests due to elevated patient volumes, weather and community disasters. This system also serves as an immediate employee accountability system and enables DDEAMC to quickly notify mission essential personnel during MASCALs, drills, outbreaks and other emergencies. Salient characteristics: 1. Notifications to be sent out using a unique sequential approach based on a pre-determined order. 2. System must be able to send geographic notifications based on both contact information contained in a Reverse 911 (R911) database and also contact information provided by the message recipient through an opt-in member registration portal. 3. Provide notifications using automated voice to text conversion. 4. Provide notifications using automated text to voice conversion. 5. Provide prioritized, sequential emergency and standard calling of contacts 6. Share broadcasts with other local organizations across industry such as: local government, utilities, hospitals, corporations. 7. True Short Message Service (SMS) message delivery. 8. Offers both Short Message Peer to Peer (SMPP) and Simple Mail Transfer Protocol (SMTP) & Short Message Service (SMS)/text messaging and two-way SMS messaging that enables the recipient to confirm or reply to a survey/polling message. 9. Dedicated mobile recipient application designed to support two-way conversations and allow mobile users to send in messages containing text, pictures, videos and geographic locations. 10. Offers a Learning Management System dedicated to emergency notification training 11. Deliver threat assessment intelligence from NC4 Risk Center alongside multi-modal mass notification Capabilities. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. The intent of this notice is determine the availability of qualified commercial sources technically capable of providing the following items for the EAMC Emergency Notification System: Statement of Work is attached. Please ensure your company can and will provide all items as stated. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement.
