Fort Carson currently has 17 water right features. Some water features have decreed water rights dating back to 1866, which were transferred with the land during the formation of Camp Carson in 1942 and then Fort Carson in 1954. Some of these water features have since been modified by Fort Carson to support military missions and require legal, physical, and/or operational reconciliation to legal decrees. The services are to provide a comprehensive assessment of all of Fort Carson’s existing water rights in order to develop Courses of Action (COA) and advise on the implementation of selected COAs that will allow the United States Army Garrison at Fort Carson, Colorado Springs, CO (Fort Carson), Gather existing water rights information and combine with all necessary new information to develop strategic COAs that are actionable, support the military mission of Fort Carson, compliant with various state law and administrative requirements related to water including Colorado Revised Statutes, Title 37 - Water and Irrigation, 37-80-101 to 37-93-101, and defensible in Colorado Water Court litigation.
