This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The USPFO OR, Purchasing and Contracting (P&C) Office is seeking small business sources for a supply requirement entitled: "Sources Sought for USPFO OR - CERFP CTE". This is scheduled to be issued as a Firm Fixed Price contract. The purpose of this sources sought is to determine interest and capability of potential qualified Small Business (SB), 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS) . To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SPECIFICATIONS: Provide training support and temporary life support services for the Oregon Army National Guard, OR CERFP during a training exercise. Location: Camp Rilea 33168 Patriot Way, Warrenton, OR, 97146 Event Dates: 09-12 July 2019 REQUIREMENTS: PROVIDE PORTA POTTIES Provide Twenty (20) toilets Service for the toilets and hand wash stations. PROVIDE HAND WASHING STATIONS Provide Eight (8) hand wash stations Service for the toilets and hand wash stations. PROVIDE GARBAGE DUMPSTERS Provide Two (2) 10x10 Garbage dumpster in designated training areas 1. One (1) in Moulaged Role Players support area. 2. One (1) in CERFP main training area / Gravel open area. THESE WILL BE REQUIRED ON SEPARATE DATES TYPE III INCIDENT MANAGEMENT TEAM SUPPORT x 2 PEOPLE Provide Two (2) Personnel to exercise Incident Management Support National Incident Management Subject Matter Expert (SME) Role Player Support: SME's should possess as many of the following characteristics as possible: 1. Understanding of first response agencies and their capabilities 2. Understanding of a CST and CERFP capabilities 3. HSEEP Certification 4. Planning and Decision making capabilities 5. Understanding of Municipal Government & Internal departments and capabilities 6. Complete knowledge of ICS forms as they apply 7. Emergency response and fire ground experience (firefighter) 8. Actual HAZMAT response experience (HAZMAT responder) 9. Emergency Management expertise 10. All-Hazards IMT Trained 11. At least 2 members must have experience working with Federal Emergency Management 12. Emergency Operations Center experience (actual working experience) 13. Good interpersonal skills 14. Ability to speak and articulate to Command level personnel 15. Writing and Computer skills 16. Operations Officer experience 17. Provide SME support and properly implement the incident command system 18. Provide SME support and properly implement a local emergency response plan 19. - Provide subject matter expertise on hazards and risks associated with employees working in chemical protective clothing. 20. - Have knowledge of how state emergency response plans and regional response plans are implemented and understand the importance of decontamination procedures. ADVANCED LIFE SUPPORT AMBYLANCE & CREW The Contractor will post 2 fully staffed advanced life support (ALS) ambulances at the training site. At least two ambulance must be on site at all times for training. Advanced life support ambulances will be utilized for emergency patient care and transportation. This is real world medical support and is not part of the scenario. The vendor will provide: 1. Real-world medical support will be in place at the training site during the hours specified 2. All ambulances shall conform to the State Rules and Regulations. 3. The Contractor shall employ EMT-Ps (Emergency Medical Technician - Paramedics), EMTs (Emergency Medical Technicians), AEMTs (Advanced Emergency Medical Technicians) and support staff to provide patient care and to operate Contractor's vehicles and equipment. Each EMT/AEMT and paramedic shall be physically capable of performing the tasks assigned by the Contractor, shall be clean in dress and person, and shall display their name and certification on a photo identification badge in an appropriate manner visible to the patient. 4. Ambulances and medical support staff will be on site throughout the duration of the training event. 5. The Contractor shall provide real world emergency transport services from the training site to the appropriate health facility. 6. Vendor shall provide Emergency Medical Support for all soldiers and civilians partaking in the training event. All medical treatment expenses will be billed to the individual's respective insurance and ORNG will not be liable for any expenses incurred for medical services rendered. 7. All billing for transport or associated care will be directed from the contracted vendor to the Oregon National Guard Purchasing and Contracting office, and not to an in individual Guardsmen directly. 8. Total personnel onsite at a given time will be between 300 soldiers, civilians and trainers. MANNEQUIN SUPPORT 1. 10 mannequins with water proof laminated injury cards for water decontaminations operations 2. Mannequins will be moulaged (made-up), transported and placed by SCVS SMEs. 3. Mannequins: Adults shall weigh a minimum of 150 pounds with weighted limbs; Children 60-100 pounds; Infants 10-30 pounds. Composition of mannequins: Adults ~ 75%, Children ~15%, Infants ~ 10% mix. 4. Provide exercise scenario specific moulage for mannequins with the following types of issues: Multiple Compression Wounds, Geriatrics, Trauma, Crush, Burn and Fatalities, Chemical, Biological, and Radiation injuries 5. Provide required support at each presentation dependent upon the exercise sequencing and pacing. Times may shift slightly based on training requirements as directed by exercise planners. 6. Mannequin waterproof laminated injury cards should be able to be modified each day per operational requirements. ROLE PLAYER SUPPORT 1. Provide 10 casualty role players that shall be moulaged and available for placement at site NLT 0800 hours. Casualty iterations and injury types will be determined by exercise requirements, but no less than three (3) iterations during the operational period. 2. The contractor shall provide required support and materials as listed IAW the performance requirements. 3. Attend planning meetings via teleconference or in person upon contract award. 4. Training Location: Camp Rilea 33168 Patriot Way, Warrenton, OR, 97146. 5. The COR will be available on site for a site survey 6. Training will continue during inclement weather. 7. Provide moulage on role players (actors) in accordance with specifications for the exercise. 8. Provide an on-site manager/expert for assuring quality of moulage treatments. The numbers of artisans are based on contractor needs to provide the number of presentations. 9. Provide exercise scenario specific moulage for casualty role players with the following types of medical issues: Multiple Compression Wounds, Geriatrics, Trauma, Chest Pain, Crush, Burn, Hot/Cold, and Panic (mental other), Chemical, PTSD, Pediatrics -- Ambulatory and Non-Ambulatory. 10. Provide moulaged role players with exercise scenario specific Mass Casualty Cards (water proof) and provide injury specific acting instructions/coaching in accordance with list of simulated medical issues listed above. 11. Provide patient flow rates in accordance with exercise scenarios and schedule of exercise events. 12. Role players will be moulaged (make-up) and placed at the appropriate training sites in accordance with exercise timelines and suspense's. 13. Provide all materials, to include ‘‘cut away' clothing and moulage for make-up and dressing role-players. 14. Ensure timely pickup of role players once they have passes through medical holding to maximize the recycling and iteration process. 15. Prepare Role players to understand that they will get extremely wet, exercise play clothing will be cut off and they will be scrubbed with brushes and a lot of water (possibly cold water).
