This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 10112AS01. This solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05 March 30, 2020. (iv) This is a 100% small business set aside. The associated NAICS code is 423450 with a small business size standard of 500 Employees. (v) The National Geospatial-Intelligence Agency (NGA) is seeking to procure 100,000 Cloth, Machine Washable, Face Masks meeting or exceeding CDC recommendations (vi) CDC Recommended Cloth Face Mask, * fit snugly but comfortably against the side of the face * be secured with ties or ear loops * include multiple layers of fabric (at least two layers) * allow for breathing without restriction * be able to be laundered and machine dried without damage or change to shape * one size fits most adults. (vii) Delivery Dates to be determined. All deliveries must be received no later than 30-days from receipt of order. Staggered lot deliveries are acceptable. Delivery Locations and quantities are as follows: 66,650 Mask delivered to NGA CAMPUS EAST SIOE - SITE MANAGEMENT 7500 GEOINT DRIVE SPRINGFIELD, VA 22150 33,350 Masks Delivered to NGA CAMPUS WEST SIOW - SITE MANAGEMENT 3838 VOGEL RD. ARNOLD, MO 63010 (viii) Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) Provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition and is completed as follows This is a, 100% small business set aside for small business, Request for Quote (RFQ). The following factors will be utilized to evaluate offers 1. Price 2. Technical Acceptability and 3. Time of Delivery. Price – Offers price will be evaluated based on competitive pricing as received from all offerors. Proposed price shall include delivery (FOB Destination) as specified above for a total quantity of 100,000 masks. Technical Acceptability - Offers shall submit the technical specification of the product being offered, clearly demonstrating meeting, or exceeding the item specifications listed in paragraph vi above. These submitted Specifications will be evaluated on a pass(meeting or exceeding specifications) or fail (not meeting specifications) basis. Time of Delivery – Offers shall clearly specify quantities that will be delivered to each location and number of days from order to delivery of stated quantities for each location (as noted above staggered deliveries are acceptable) Basis of award-In order to be considered for award offeror must be registered in SAM.gov and offeror’s quote must be determined “Technically Acceptable”. The government will base the award decision on price and delivery terms. The government reserves the right to award to other than the lowest priced offer in the event the delivery terms are more favorable to the government.
